What year is your car? There was a recall on the mouse belts, I dont remember what years it was. Maybe you should call your mazda dealership

If the retractor is sticking it is dirty or broken. Replace or clean. Be careful cleaning however, as you don't want anything to soak into the belt itself and weaken it and the spring tension for the retractor is pretty incredible if you try an dis-assemble.
