air pump, cat & emmissions

failed smog again. HC @ 15mph was too high. ~170/140

Thing is I noticed the hose to the cat wasn't hooked up. Would that affect emmissions?

2nd Q. I have a fuel controller, would lowering the % at around 3K RPMs lower emmissions?

thanks

Hooking the airpump up to the cat will make a world of difference. Hook it up and go right back.
