The ACV (Air Control Valve) has multiple valves in it. They control secondary air injection to various parts of the engine/main cat. Secondary air is air created by the air pump. The ACV will either inject this air into the exhaust ports, the Main Cat (split air pipe), or the Intake Manifold on deceleration (anti-afterburn valve). It can also bypass all of this stuff by venting the air pump to the atmosphere. If you still have cats on this engine, they will burn up without the air pump and this valve, and you cannot pass emissions without this air pump and valve either. Hope this explains it.
