Adjusting TurboII idle without BAC

I'm working on a S4 TII in an S4 vert, and the PO of the engine removed all the emissions stuff, as well as the air pump and BAC. I got it running, but it was idling around 2000 rpm (down from 5000 yesterday after I found a vac leak and plugged it). What would be the best way of adjusting the idle now that the BAC has been removed?

I also noticed that the brake booster isnt working, yet seems to be connected to vac. Its connected to the large angled nipple coming off the top of the throttle body. Any other possibilities?
