ACV Valve rigging

hey, my ACV doesn't work right, and I have two, I rigged one of them so that it will constantly put air into the exhaust and cat, is this a bad idea. let me explain

my HC (Hydocarbons) are over 1500 I'm assuming it's from the ACV not working, the guy who is smogging my car is a friend of mine, so he willing to work with me a little if I can get it to come close to passing, I'm going to dumb the Achohal in the tank and drive it over there, and have it tested, I need this thing to pass, I have no other choice

my question is, other than drivability problems, will this work?

going straight to the cat should work fine and have lower emissions then stock. but do not leave it like that. take it off when you get home. it'll kill your cat.
