That is the "cold start fluid". It's just a 90% mixture of coolant and water.

However, you will not be refilling the system. Remove it. Mazda issued a TSB instructing all dealers to remove this useless system.

only works in sub zero starting anyway, I doubt anyone in Texas would ever even see the tempatures needed low enough to run the system.
