The dimmer relay is located at the front of the car in front of the radiator alongside other relays (found next to the headlight relay). When the high beams are supposed to be on the Red/White wire should have voltage. If it does not then the relay is likely the problem (also could be the lever in the car is not sending the proper signal to the relay)

It's an S5 so the lever in the car bumps ground to a latching circuit within the CPU that often fails. When the circuit in the CPU fails the High beam the high beam relay will never energize.

The day before inspection is a rellay bad time to post this...

Locate the White wire of the dimmer relay and place a ground to that wire while the low beams are on and see if that causes the highs to come on.

You mention the CPU. Is this limited to verts?

Edit: I see it relates to air bagged s5's and not verts alone.

You likely chose the wrong relay as the headlight relay is the relay w/the White/Blue wire. The dimmer relay has a White wire and not a White/Blue and it is the "dimmer relay" you need to be working on (not the headlight relay).

Edit: Does your car have an air bag or not?

What about the car having an air bag or not? And by grounding the White wire it means the relay is good to go.

Then your issue lies within the CPU as previously noted by JJ.

okay gotcha. so can I just wire a button on the blinker/high beam switch or a switch anywhere with the white wire going to the cpu(looked under dash and found it) and one lead to a ground?

First look at the largest plug of the CPU and locate the White/Blue wire (found between the G/R and Light Green/Black wires) and w/the low beams on place a ground on this wire and see if the brights come on. If it does the problem is the lever switch and not the CPU.

To get through inspection just wire this to a switch. You can't fix the CPU overnight.

Most likely, your airbag light flashes 7 times, and that means your airbag computer is dead but alive enough to tell you it's dead.

As far as you horn, if the relay is clicking and it doesn't work, you don't have power on the working side of the relay, check your fuses.

The FC66 CPU in the 90-91 airbag equipped vert with the oddball steering column and switch layout is WELL known for this exact failure. Even the guys that repair electronics for a living say that they have limited to no success restoring the old FC66 CPUs with this issue. You are likely going to have to buy a new one from mazda to resolve this fully, without rigging up the car. The part costs around $300 if memory serves and is a 5 minute install. Then your security system, bright lights, and other "body control" functions of the car will work right again. I actually tried 3 used CPUs and tried resoldering all without full success before I just broke down and bought a new one. Boom, everything is right again.
