90 Convertible Top Woes

I have a 90 Convertible that the top will go down but coming back up is a no go.
I looked through the threads and found a procedure on a link provided by the thread, (www.cabrio7.org/RX7man1.html) to manually open the top by turning two screws, in the clock-wise direction, to release the top. I went through this procedure, with a hostof by-standers, and I still cannot get the top to move. I am wondering if I have missed a step or is my top just jacked?

I tried that B4...I never even found the "service holes" so your doing better than I did. There was a thread two days ago that had alternative methods of getting the motors to run.
