Unhappy 89 gtu stalls and smokes

Hey, I'm in the process of buying an 89 gtu ($1700 and no, I haven't given them cash yet) and the engine stalls when I come to a stop or even when I just have it in neutral coasting. It gets decent acceleration, but once I get about 4 or 5 thousand rpms the exhaust puffs out a lot of white smoke. I don't know if this has any bearing on the matter, but when I went to go pick it up, it was already flooded, aparently they moved it before I got there and shut it off cold (used car dealership, they didn't know anything about rotaries) so they set off to unflood the engine, and half an hour and 4 spark plugs later they said it was done, so I drove it and experienced the problems above. So my questions are;
1) Is this car even worth the $1700? ($2200-89 civic)
2) What can I do to get this car running well, I'm hoping to find a reasonable solution before they get in there and botch the whole thing up?

sorry... not much help... but if you search the threads. you'll find your answer... I think its great for a project car but not for an everyday car... sounds like it already has bad seals so if you do some searching you'll know what people went through with the same problem...
2200 for an 89 civic?

Ok thanks, and no, the price of the car originally was $2900 I talked him down to $2200, and he offered me $500 trade in on my 89 civic (I'm just glad to get rid of the damn thing)
