89-92 FCs

Are all 89-92 FC the turbo model? Or do they come naturally aspirated as well? Is 89 the year that the tII was released?

No, they made turbo and NA 89-91s (S5s)

The Turbo II came out in 1987, a year after the 2nd generation came out in 86. 86 was the only year they made only a NA 2nd gen

also note that mid 90, they stopped calling the Turbo the Turbo II and started calling it just the Turbo.
