88 n/a secondary injectors not firing (wont rex past 3800 under load)

88 n/a secondary injectors not firing (wont rex past 3800 under load)
ok so I have power to the injectors
the injectors are good
regrounded the block
changed tps
still nothing
all I did was pull then reinstall the block, used the same injectors, wiring,ecu manifolds ect
any Ideas?
