JPG attached that I stole off this site of someone elses engine and ACV. It tells about ten percent of what was asked.

The ACV itself has two solenoids on the USA ACV's. They have pigtails about a foot long and there are mating plugs on the EM harness just around the front of the airpump area. No picture available.
The rear most solenoid has little to nothing to do withe Passing emissions. The one most fwd is the Port air solenoid and has a marginal effect on Passing emissions. The key to the ACV is the vacuum hoses from the Switching and Relief solenoids on the other side of the engine and the proper routing of the vacumm hoses b/t the ACV and those solenoids. Proper setting of the TPS also effects the correct operation of those two solenoids (relief and swtiching).

Cool, at the moment im waiting on a new harness, because the one i have is shot to hell.
Would anyone by any chance have a picture of where the wires plug into the harness?

Look at the attached jpg. See the radiator cap? Yes. See the radiator hose clamp just below the radiator cap? Yes. See the thick black harness running just below that clamp? Yes. See the WHITE electrical plug just below that radiator hose, about two inches down? Yes. Well that is one of the ACV solenoids attachment points. If you really, really look hard, you'll also see a BLACK electrical connector there just above the white plug (yes, I see two white, but there is a BLACK one there also just above the two white ones.

Never mind. The jpg didn't take, so to speak.
Well, in the jpg attached to THIS post, you can follow the electrical cable from the ACV to the right where, although you don't see them, are a black and a white electrical connector for the ACV's two pigtails.

The two solenoids on the ACV have little to do with passing emissions. The Split Air one just engages when in Fifth gear. No emissions checks are in fifth gear.
The other one, Port Air solenoid will also have little to do with emissions testing which is done at 15mph and 25mph, at least in Tx.
The Switching and Relief solenoids on the other side of the engine control the ACV and have to be working right and their hose connected to the ACV right for the ACV to work right.
