7x emissions limit on 86 NA???

7x emissions limit on 86 NA???
I just took my car in for a emissions test and i failed with 7x the limit, and the alarm went off in the station for too much carbon monoxide in the area.
The symptoms i am having are bad gas mileage, i get around about 210 miles on 16 gallons, so around 13-14mpg. Thats mostly freeway, some city. So whats happening? any ideas? I also have a lil bit weird idle, when i rev it up in neutral, it goes down and then kinda holds for a sec, and then goes all the way down. It also has smelly exhaust, and goes thru oil, maybe a quart every 200 miles. The idle also isnt too steady kinda drops down after givin it gas and then evens out. Other than that, it suddenly had a problem with starting, it floods after about 10min of being off, but starts up fine after over 6hrs. I work at a shop and we tested the 02 sensor with a computer diagnostic tool, and it showed the 02 giving weird readings, it showed it was running way rich, once it was hot, and lean when it was cold, and it should be the other way around. This is a brand new 02 sensor too.
Let me know if you have some ideas, I do have my EGR blocked off too.

did you ever try the 3800 RPM "fix" where you ground one of the wires from the pressure sensor on the passenger strut tower? If so i would undo that because i think that's what was throwing off a reading in my car and cause me to be 3-5 times over the limit. Granted my car has been getting better gas milage and it doesn't flood but this seemed to work for me.
Also it might be time for a new O2 sensor, that could be the cuppert too. I also changed my O2 sensor at the same time as removing the grounding wire from the pressure sensor so i can't be sure which did the trick but i was back well under the limit after doing both.
Also, as a general rule take your car out for a spirited drive before getting to the emissions station so the system is nice and hot.

yea, its got a brand new 02, and i did heat up the exhaust by "taking it for a spirited ride" right before, i also ran 2 bottles of heet in it to get some alcohol in there. No, i have not done the 3800rpm fix, and my ports operate fine, i have checked them by putting grease on the slider and it is gone after flooring it and getting high rpms, i can tell they work cuz of the boost too.
TPS, how would i tell if it is bad, I have adjusted it using the 2 LED light approach on the green connector near the passenger side strut tower, but would that show if it is a bad TPS? or could it show its adjusted right, but the TPS could still be bad.
