6th port im new to this help please

OK so I bought a 90 N/A and the air pump had been removed before I bought the car. I was noticing low power in higher RPMs. Brought the car to a shop and they told me that the actuator couldnt be opend and they were going to have to remove the whole exhaust system/maifold .. something like that.. to open this port. I was reading about un freezing the actuators but im new to this car and I don't quite understand if unfreezing this actuator will open my 6th port. Also if it does open it how would I make the port open at the right Rpms should I buy a new air pump. Any help would be really great I would like to try and fix this on my own because the shop said it would cost over 400 dollars to do. thanks to anyone who can help.

omg do not pay 400 bucks. all you need is to do some hunting on this forum for how to set up an electric aux/vdi activation. shouldnt cost you more than $50 to do it yourself. since you live in florida there is no need for an airpump, other than to open the ports. if you want it simple and don realy care to rig something, just get a stock airpump from a junk yard (can be had for baisically nothing) and stick it back on there. make sure all the hoses are routed right and that the solenoids work and that the actuators arent stuck.
if you REALY feel lazy and would rather trade off low end tourqu for high rpm power, you can wire the actuators open, however this is not ideal.

whatever you do DO NOT pay some jackass $400 to fix this very small problem. he's trying to take you.

Thank you guys for helping me this is really nice I will continue to look into this. I was definitly bumed about the 400 dollar thing thanks so much for all your help.
