You should be able to tell without pics. Look at the ports. Is there any wire holding them in place and preventing them from turning? If you can turn the actuators then they are not wired open.

most the time whene they wire the ports open they remove the actuators so look for those if there not there and u see some wire its "wired open" if you still see those two actuators than it isnt (most likely"

open is tab down. close is tab up.
when rotate the tab down its open. when the tab is rotated up its closed.
easy as that.
when the actuators get the correct vaccume. they pull the tab down. thus rotating the sleaves open
i did not open my ports though i took off actuators. i had nice low end torque. but no gain in high end torque. i had no real obious loss of power. but it does feel different.
i still could keep up with my buddy whos ports were working properly. though when the ports are open. i thought it felt a lil sluggish off the line. so i left mine closed

you will loose power with the ports not opening on top end.. alot of people say try to get them working properly. if not just wire them open keeping them shut is is like a dog humping a leg.. your really not going to get anywhere.. though it might feel alright i.e example is for fc3schick
