5-10% Revs fluctuate

5-10% Revs fluctuate
When I'm holding the throttle 5-10% pedal in my revs will be around 12-1300 the revs would fluctuate by dropping down and coming back up, then go back down and come back up. Is this a TPS issue? What other thing would cause my revs to fluctuate? Also as the revs would come back down from lets say 2500 rpm's I would hear a pffft pfft pffft sound. Not sure what that is...
