2600 rpm idle

New rebuild, emissions removed.

For the first few hours the idle was down around 1500, tending lower and requiring adjustment after each run. Now with the idle screw backed off completely it idles steadily at 2600rpm. not seeing any obvious binding of the throttle cable or vacuum leaks.

Ideas?

It doesn't drop in gear, all vac lines are new and block off plates/vac caps sealed. I have not properly adjusted the tps yet, so I guess ill get off my *** and do that for starters.
