only have upgrades on intake and racing beat exhuast.......what is up with that???

10-12 MPG is very low.

Poor gas mileage can be caused by many reasons, that include dirty filters, bad spark plugs, bad spark plug cables, mis-adjusted mix, mis-adjusted TPS, mis-adjusted driving style, bad O2 sensor, poor oil quality, poor gear lube quality, and countless other things.

When was the last tune up done??? If you don't know, then you should have done a tune up before posting. The FAQ for FC sticky thread found at the top of this, the 2nd gen RX-7 technical section, has a post concerning what a basic 60K tune up should be.
