GA 1988 N/A inner tierods? torque, wrench?

I am trying to pull the inner tie rods off of a 1988 power steering rack and I'm having some trouble.
First, what is the proper wrench size needed for this procedure?
Secondly, what is the proper torque specification upon reinstalling?

I went and got a 15/16th wrench and it did the trick, but what is a german torque spec?
