During an engine swap...

Would it be worth my time to get a new water pump and oil pump during my turbo swap?

No, don't add unnecessary parts to the list. Oil pumps never go bad and a water pump will leak when it goes bad and its very easy to replace.

It's easy enough to check the oil pump while the motor is apart (you're only checking clearances) and if it's within spec, leave it be.
I disagree with Khan about the waterpump.

I always replace waterpumps...they're relatively cheap and although it is easy to replace in situ, it's never going to be as easy as when the engine is on a stand.
I'd also get a new thermostat, rad cap and hoses, just to be sure.

Overkill...maybe, but after a major engine project you'll probably have lots of issues to track down and it's nice to be confident of the cooling system.
