TPS sensor 1 volt questions. . rough idle

1986 rx7 N/A 4 lug base

I have a really rough idle. . . Car is all stock

I have replaced all the vacuum hoses and smoked the engine and found no vacuum leaks.. . .I did the starting fluid trick and only get a rise in RPM when I spray it directly into the intake. (as expected)

Still have rough idle even though I believe there are no vacuum leaks.. . Or at least can't find one.

I set the TPS sensor to 1 volt with the adjustment screw and key-switch in acc location. Measured from back side of connector with volt meter grounded to the chassis.

When I set it to 1 volt, disconnect the TPS and and measure resistance (with the key-switch off), I get 1.8k to 2k ohms between the black and green wires on the TPS

Aren't I supposed to get 1k ohms or something close? . . And when I do set it to 1k ohms with the engine off, but warmed up, I don't get 1 volt.

Does it sound like a bad TPS?. . . I have no dead spots and no backfiring and car runs good at speed.. . .But the idle sucks *****.

I have the idle adjustment screw turned way up to keep it from stalling and it is still rough.

Anybody want to help me with a bad idle. . . This is a California car and if I don't get it to pass smog, this car will go away and 1 more rotary will not exist.

Thanks .. .
