Issues with bolt on fuel tank

Issues with bolt on fuel tank

So the fuel tank on my Rx7 needs removing, but the bolts for the fuel tank straps are both rusted onto it. One of them I have taken off without much issues ,but the other has a unique problem. Now I am not the most educated on how the fuel straps come together so please correct me if I am wrong. There appears to be a nut up in this little box that the fuel tank strap goes into, I cannot see it I can only feel it. The nut appears to have broken up top and is spinning freely. I cannot stop it's movement and it is preventing me from unscrewing the bolt on the strap. There is not enough room for me to work a wrench up there so I can only think to either cut off or drill out the bolt. If anyone has had this problem or knows how I may resolve it that would be much appreciated! This has really thrown me for a loop.

I can't speak on that specific bolt but when I'm in a situation like that I try to cram a flathead screw driver in it. Wedge the flathead between some wall and the nut, so the nut cant rotate because the screwdriver is stopping it. Not the cleanest method but it gets the job done.
