Horn not working

I just bought a 1987 rx7 and am trying to get ready to pass MA inspection. The horn is the 1st item on the list. Where is the relay located? Is it an easy swap or is it a panel? My Haynes manual shows a panel but I am not quite sure I am reading it correctly.

I should have mentioned, everything else electrical seems to work fine. Just no horn.

Horn relay is built into the CPU, which is located in the driver's footwell. I have attached the FSM circuit for the horn (p.52 in the pdf).

What makes you so sure the relay is at fault? Have you checked the horn switch itself, as well as the horn? Both would be very easy to test.

To add to that, this information has been covered several times in the past. I can see you're new here; given these cars are over 3 decades old, almost every topic you can encounter has already been discussed in great detail. Check out some of the thread below:

How many horns do you have in your car? If you have two, than I would doubt that they both went bad although I guess it could happen. Oddly enough, my '90 GXL came from the factory with only one horn. Several years ago, I went to get my VA annual safety inspection. I typically checkout all the items that the safety covers before I go for the inspection. So, everything worked just fine. I take it in for the safety inspection and the damn horn isn't working causing me to fail. I thought the horn failure was due to a bad relay in the CPU. So, I changed that (don't remember if I bought a new one or had a spare laying around) and horn still doesn't work. I next checked the switch in the steering wheel and it tested out good. Next, I checked out the horn itself by jumpering it directly to the battery and damn it was the horn itself that died. I bought a temporary horn from Autozone just to pass the safety, but later bought a stock Mazda replacement horn which was more compact than the aftermarket horn.
