Horn Relay Question......

I attached a picture of the horn relay from the manual and I am puzzled why I have no continuity between B and D or A and C.
I also checked voltages on "B" and "C" which they stated to troubleshoot and I only have 12 volts to "B" and nothing on "C". I hope this doesn't sound dumb but what could be the issue with my horns not working....Also my 15A fuse is fine as the hazard lights come on.

Update. I finally got connectivity on all points all the way back to the fuse panel in cabin. I am afraid I might have a bad cluster.....Still checking.
