Help! Check engine light code 13 (map) fix?

Hello I have a 1991 RX7 FC convertible bones stock no modificatiand every time I drive it and give it a decent amount of throttle it cuts out and I get a check engine light so I checked the codes and I got 13 and I looked it up and it said it was the map sensor so I replaced the sensor And I'm still getting the same problem so then I checked the voltage Of the wires going into the connector going into the sensor and I know that the green and yellow wire should be 3.4 to 3.6 Volts but it's 1.3 volts when the car is warm and the vacuum line is plugged I also checked with the vacuum line unplugged and it was still the same when the car was warmed up and I checked the other wire I believe it was the Brown-and-white one And it was at 5 V and I don't know if that means my issue is acting up or what?

The engine is na, Also the idle bounces between 1400 and 1600 rpm when warmed up
