1991 convertible 13b motor, revs high when i start it sometimes. floods & fouls the plugs. had it towed twice, any ideas?

 

What does "revs high" mean?

I have a '90 convertible. When I start it, I sometimes get it running at about 2000 for a couple minutes until it starts to warm up. A couple of blips of the throttle usually settles it down, and it drops to a normal idle after a few minutes. I've never had any trouble with fouled plugs.
