Circuit Opening Relay only turns on when test connector is jumped

Circuit Opening Relay only turns on when test connector is jumped
So my 88 SE hatch has fuel pump issues
the previous owner swapped in a new 13b 90k miles ago
Previous owner died, his girlfriend’s son sold it to me thinking the oil pump was the issue
The oil pump is perfect. Pressure is at fsm specs when i start the car by jumping the fuel pump test connector. But the car idles erratically until it eventually dies. Fixing a vacuum leak and replacing the cracked fuel lines improved it but it still just jumps in rpms to try to stay on and eventually dies.
SO my first order of business has been to get power to the fuel pump without jumping the test connector. Main Relay clicks on whether or not I jump the test connector. But the circuit opening relay under the dash only clicks with test connector jumped.
Could just be this shoddy-looking cable work ( pic attached )
All the wires that are not crimped (just twisted together) were covered in electrical tape.
Anyway, I’m just asking if there’s anything I should be checking besides these wires.
I’m gonna try to take it to a shop tomorrow (t&r in queens, NY) because I’ve been beating my head against this for a while and I’d like someone to help me find another issue if there is one beyond this.
Another post I saw on here says the circuit opening relay gets power from either the test connector or the afm. If anyone reading this can tell me how to check the afm to see why it isnt turning on the circuit opening relay, I’d be eternally grateful.

“There are two relay coils in the Circuit Opening Relay. One is controlled by getting a gnd from the afm switch or the yellow check connector.
The other coil in the Circuit Opening Relay is controlled by getting POWER from the start circuit when the key is HELD to START.”
