If passing emissions in California has to do with meeting the maximum hydrocarbon emissions, then use a hi-flow cat with a nice electric air pump to run air to the cat.

Get inspected and disable the electric smog pump.

You can control the smog pump through a switch, EMS, or other means.

You could always run a propane "bleed" through the fuel system worked wonders on a old toyota 4x4 I had in Alaska.

ok maybe thats not the most fesable way to pass emissions.

Just move out of Kali it will be cheaper in the long run all the way around. cost of living, gasoline, taxes...... shall I continue? Not to mention no tree huggers here we like our oil

yeah your looking at problems all around in cali but it's not really worth moving is it? dude when you get inspected run like 4 cats and lean the mix a bit and buy high octane gas and turn down the boost and you'll be fine. and if that doesn't work put some sparkplugs in pipes and light them up at inspection and hope they are car guys.
