Question wont seem to idle, vacuum pressure?

after weeks we still can not get the bugs out i have to warm up the car for about 2 minutes then i can get the car down to 1000 rmps but no idle it just dies. i checked vacuum on a line and if i rev up to 4000 and let it decel the pressure is round 20 psi, then when holding it at 1 grand its at about 7 psi, i was told that is is low on a piston engine but i dont know about a rotory. any stats will help. if this isnt my problem then does it sound like time for a carb rebuild? this is the final stage of my engine swap and i cant wait to drive her again. it is an 82 motor and carb. thanks i hope we can get this right soon.

things that helped me..... fuel filter, clear fuel lines, check the little screens at the ends of your fuel lines the ones on the top of the carb take all those pieces from the fuel lines that are on the top of the carb the steel ones and clear them good ..... giver a shot

It sounds to me like you have a vacuum leak. What you could do is use a propane torch(not lit but on) and hold if up to places on the engine where the leak or leaks are coming from. The idle should smooth out when the propane is suck into the engine. Dont worry it wont hurt the anything. Plug the leak after you find it.
