Will a SP 12A let me stay below 4,5% CO?

In Holland my Rx-7 may have a 4,5% CO value. It is quite high so I was wondering how far I can mod my car while still passing emissions.

Can it still pass emissions while having a tuned 12A SP?

I know there are different type of SP's, but which type of SP would stay below the 4,5% CO?

Aico, I believe there is (was) a Bridge ported 13B 1st gen here in Belgium, he passed inspections allright.
Co levels of 4.5 are VERY high (we have them too, for cars before 1986). For example, when I took my car to the inspections this year, I had it's co lowered to less the 1%! Ok, it's not a SP, but has a simular carb as what you'd need, and a RB SP exhaust system. So 4.5 times that level, shouldn't be a problem at all. After all, you can always detune the car a bit before APK, and then go back up after...
Don't worry about it, you can get passed emission tests with almost any engine configuration if the car's pre-86 (aka: co levels of 4.5). I bet a PP could make it!

With a working air-pump and three way cat, this will not be a problem even with a big streetport...

Let me add this. With tuned I mean:

No air-pump and No CAT

We never got cats on first gens, so forget those. Again Aico: it will work, even without airpump or whatever.
Just make sure the car is properly warmed up, and lower it's co by having it running a bit lean on the day you test the car. You can get a stock engine, but with Mikuni and RB exhaust under 1%, a SP isn't that much different, and you are allowed 4.5 times that!
