What is the rubber ring on the front rotors for? *PIC*

This is pretty simple, but I dont' really have any idea what this thing is for. I bought some new brake rotors for the front of my FB, and they don't have this rubber ring on them. Although, they didn't have the wheel bearings, races, or anything else either. Do I need this thing for my new rotors? What the heck is it??

Cars that originally had steelies used those to retain the center caps.

Ahhh! I see. Well, my car came with the steelies, but I don't really give a crap about the center caps. Or the wheels for that matter! I guess I'll leave them off of the new ones, since I don't plan on using the steel wheels for very long, if at all...
