This is what my hood will look like
This is Basically what my hood will look like. Obviously without rust and bad paint. Thanks for the suggestions on the poll recently. For those of you interested, they are from a 78-82 (I think) Pontiac Trans Am. They were originally fender vents.
Also, This is basically the only place they can be mounted. Possibly closer together, or farther apart. They are just sitting there in the pic to give you an idea.

If your intent is to take air in through those pontiac vents, they're the wrong shape and location.
First, that part of the hood is a negative pressure area - air is actually coming up and off the hood from there as you drive. Second, those are shaped to vent out, not in. What's the difference? The expansion molded into them. The vent is smaller than the duct so as air comes through from the inside and enters the channel molded into the duct, it expands to fill the duct and creates a vacuum that helps draw the air out. By turning it around and trying to ram air in, you're trying to get it to compress, then pass through the vent.

Although not my preference as per a hood mod I think that it will look pretty sweet all painted up. Although I'd get rid of that cross slated plastic and put in a chrome honeycomb pattern or even just leave them without any plastic. Other than that it looks awesome.

A NACA duct follows the shape I mentioned in the above post - the duct gets wider in the direction you want the air to flow. With the pointed and of the duct forward and a wide slot at the intake, it draws air in by expanding and creating a vacuum:

OK so if I point them the direction they faced originally (stock locations pointed them the other way like you said) then it will suck air out. Now, if I put them in the locations in the pic it should work since it is a negative area for air pressure right? I am trying to understand this and I do want them to be functional. I am also thinking about slotting or venting my header panel to get more flow through the radiator. So, if I vent the header panel and turn my hood vents around it should help quite a bit right?
Any ideas on the header panel would be cool.

i'm pretty sure the piece between the headlights is called a front valance. also the vacum created under the hood depends on if the car still has the 'tray' under the radiator/engine. it makes a difference as a cooling aid and was designed into the car, presures and what-nots.
