what could this be?
alright this is what going on ... i had to change old tank and gas lines cause of rust and so on ... so i changed those last week ... installed everything ... but the car isn't starting and i'm pretty sure that it's getting gas and that the fuel pump is working (because after i try cranking it, it turns over, and then i go to open the cap off the filler air draws in (meaning that there's something changing the pressure)) ... so that appears to be working fine ... next thought that maybe seal was broken and there for wasn't creating any compression so i did a "ghetto" check, took out one spark plug out of the each the front and back rotor and placed my hand infront of it to check pulses of air and hear them better ... sure enough there was 3 strong pulses ... what could be my problem?

Well, starting problems can be broken down into compression, fuel delivery, ignition. Assuming is not compression, we have fuel delivery and ignition left. Are you sure fuel is getting to the carb? do a volume and (if you can) pressure test at the line that feeds the carb.
If adequate volume and pressure, check for spark at the plugs.
If adequate volume and pressure, check for spark at the plugs.

If you are getting an air pressure drop when you open the gas cap, your charcoal canister and fuel return lines aren't working properly. There shouldn't be any pressure differences when working as it is designed. You may have the fuel return lines or the air lines crossed. Double check all of that first. (First rule of repair; If something worked before you repaired it, and doesn't now. 99.9999% of the time, it's something you did).

i'll be going out today to double check things ... i tagged the lines before changing them to make sure that they go in the right spot ... how would i check if my charcoal canister isn't working (might of picked up something in there during the change)
