Changing stations and adjusting volume are controlled by two different types of electronic components. The crackling with the volume can be cleaned with contact cleaner. My experience tells me that, that is only a temporary solution. The volume control has to be changed...
Now with the stations crackling, I won't venture a guess.

Now, on the tuning issue, I agree with you. It's a different situation and I'm not sure what would cause it. If it's old and hasn't been used for a while maybe there's some dirt or cob webs or something between the plates of the tuning capacitor...but that's just a guess.

Certainly, a variable resistor (potentiometer (pot)) could be too far gone for cleaning to be effective, but that is relatively rare. The problem can return, but in most cases it takes a long time, and it can be cleaned again.
