I believe that's the "hot start assist" motor/cable. Does what the name implies, though it isn't really necessary.

I thinks its the cruise control, I don't think hot start assist has a cable unless you mean the choke cable but thats not the choke cable.

I always thought it was the cruise control, nice to know. What do we need the hot start thing for? How does it work? The only challenge I ever experience is cold start.

When the car is not cold (hot) it opens the throttle plates slightly to make hot starts easier. You can do the same thing by barely pressing the go pedal which is what I do when the car is hot.

Sounds like something else I can get rid of, cold start went away the first week I had the car.

When the engine is warm, it sends current to the little electric motor when you are cranking the engine. The motor pulls the cable which should be connected to the carburetor next to the acceleration cable and cruise control cable (if you have cruise, it is the larger unit on the passenger side between the wiper tank and sub zero tank). That while function is the equivalent of pressing the gas pedal on start, to approximately 2000 RPM.

It is also very helpful if you are working on the engine while running and need to give it some gas.
