BZZZZZ WRONG!!!
Sorry, I felt like being an ******* too.
1983 LE had the LE rims 14", it was brown on brown. It also had that aluminum Targa top.
The LE wasn't really all that special except for those 2 things.
What are we talking about here?
The targa band was part of a dealer installed IMSA package available in 1984-1985. The IMSA package was 3 pieces, front air dam, rear spoiler and the 3 piece Targa band (mazda badges on it). All sold individually.
The LE in 1983 was Chateau color (greenish grey) with maroon interior, based on a GS model. It did have a BBS style mesh that is 14" 4x110mm, a sunroof and cruise control.
This is at least is how was sold in the US.

The 'targa' band is a add-on. it's not a real 'targa' type
roof panel that is removable. Any model rx7 can have the 'targa' band. there are 2 types of 'targa' bands. a 3 piece, and a 1 piece. i've always thought that the 1st gen rx7 with a real 'targa' roof panel would be really cool. lots of extra bracing is required under the car and around the windshield, but it can be done.

with the 84-85 imsa pkg the roof band was its own issue. differant dealers sold the pkg diferantly. with some it was just the air dam, others it was air dam and tail, still others includer side skirts and some included a rear skirt. this is the first time I have heard of someone say the roof band was part of that pkg. some dealers may have sold it that way but I have never heard that it was part of the mazda imsa pkg.
Was anybody here even driving Rx-7 when they were orginally being sold?
I will dig out the '85 sales brochure which list the IMSA appearence package. Side skirts, rear skirts were not offered by Mazda USA, not to say the dealers did go 3rd party on you.

I have also had other 1st gens new from dealer an 82 and a 84. mazda had differant apperance pkgs for differant areas of the us and same for the rest of the world. and yes there was a full skirt pkg from mazda availble only from certian dealers. dealers how ever often mixed and matched differant pieces from differant companys with the mazda airdam to make a dealer only car to set them apart from other dealers

I still have a poster of the '81 World Expo Car Show (or sumthin') with a hot chick leaning over a real "targa" top Rx-7.
I've always thought that was the coolest mod ever.
I owned a "grey market" '85 Mazda at one time, a 626LX Coupe. Awesome car, had every LX option but power locks (?) and included turbo 626GT wheels. I knew friends with other "grey market" Mazdas, too.
You used to be able to find them around Mazda's headquarters in Irvine, CA back in the day...
