Stock 12a struggling to start

So I've had my rx7 for over a year now and I love it just the problem is I have to either spray starter fluid or pour some gas in the carb and I was wondering if there was anything I could do any advice or help would be much appreciated

Is the choke still installed and functional? Using the choke when initially starting is helpful, because it increases the vacuum at the fuel port in the venturi (or wherever it is :-)). Having said that, the last 20 years, my RX7 did not have a choke, because it was a racecar. As such, the accelerator pump needed to be working properly so that I could get some fuel into the engine to start. I would check to make sure that you get some solid squirts of fuel when you pump the throttle.

I do use the choke and it kind of sputters I think it may be my battery because my voltage doesn't fully reach 12v it gets a tiny bit lower

Weak battery can do that. I had the feeling that this was something that had been going on for a while, so kind of ignored the battery If it continues with a new battery you can also try pumping the accelerator to get some fuel in there. In my race car (no choke) it was always pump 6-7 times before starting and it always worked. Unless of course the accelerator pump wasn't working right, which did happen at least once in 20 years.

With the air cleaner off, look down the carb and quickly open the throttle. You should see fuel being squirted into the two primary (smaller) barrels. You can do this when the car is off, although there needs to be fuel in the fuel bowls first (check the sight glasses).
