I start by checking all the linkage. Mybe a spring is hanging up or something. Just a guess though.

I have the same exact problem and I'm also stumpt. On mine the pedal doesn't get stuck or anything but rpm just keeps rising. I've checked all of the linkages and they're all fine. My next step is to change out my throttle cable but none of the parts stores here have the one for rx7s so I'm gonna have to go rape another car and hope that it won't have the same problem. I'll let you know if that fixes the problem.

My pedal used to stick and it was because of the cruise control wire. When I reved the motor it would stick and the motor would stay at the same rpm (around 3 or 3.5k). This was caused because my cruise control wire casing would come out of its metal sleeve and get stuck.

I think the best way to fix it is to get a friend to push the gas while you are looking at the throtle body or carb and its linkages.

Also, on all cars you will find a small plunger looking barrel that is attached near the throttle linkage that causes the engine to reduce in RPM slowly when you let off the throttle - this is to prevent the butterfly valves from slamming shut when you let off the gas at high RPM. In other words, this plunger may not be returning back to idle setting slowly, and may be sticking in the full throttle position, preventing the throttle from dropping the RPM at all.

The Mazda name for this part is the 'Dashpot' and it's located right where the main throttle rod comes out of the carb on the left side (my FSM pictures are too dark to tell, and I have an EFI car, but I know it's there). This part is probably gonna be expensive at the dealer, so maybe scrounge a part from another car? Good luck,
