Starting problems

My 85 SE has been getting tempermental starting. I can hear the starter click but no turning. I replaced the starter with a spare and it kept doing it (both tested OK), so I got a replacement battery (even though it never appeared to be a weakness issue) still doing it. My battery cables to the starter are 1 yr old. I also sprayed the hell out of the connections around the key ignition. I've figured out a way to get around by turning the key and holding it for a few seconds. If I do that a few times the starter will click louder and then start right up the next time. Other than a slight engine surging@ running temp the car runs great. Does anyone have ideas or had this happen to them?
