That is an OEM targa package spoiler, just like mine.

I thought the stocker was a one piece wrap around.
I have a one piece wrap around in my RX-7... Moderately cracked, but intact. Little epoxy, sandpaper, primer and paint should do it well.

The "Targa 7" package came with the 3 piece spoiler, the 3 piece air dam, and the brushed aluminum targa band. The parts were available separately too. It is my understanding that they were not all available in all markets, and could have been a widely used and installed dealer option.
In the examples above, mine is the 3 piece, and the other two cars (pics borrowed form Mazspeed's site) have the one piece stocker.

It's called the IMSA appearance packacge people.
The the three components (airdam, spoiler, and Targa band) were also available seperately.
There was also a different 'stock' spoiler available from Mazda, smaller and, if I'm not mistaken, one piece.
Also, the "Targa 7" is a completely seperate, aftermarket, non-Mazda, Targa band look-alike.
Personally I like the Targa band etter than the Targa 7 band.

All of the "IMSA" and "Targa" packages were dealer options made by aftermarket companies. Different packages were available in different areas, and in some areas none were available at all. They were called different things in different areas at different times. Don't make me dig through my complete "Rotary Rocket" collection to prove it please. 
The only ground effect piece in the Mazda parts catalog is the one piece smaller spoiler, which is pictured in the two borrowed pics above taken from Mazspeed's site .
And the targa band? I disliked mine so much, I gave it to a friend in Washington... http://www.winisp.net/gsl-se/rx7.htm . I never even bolted it on. I must say it looks much nicer on a dark colored car.

There was a "SCCA rules 'stock" compliant or not" thread going on the SA/FB mailing list about the 3 piece spoiler. Berny Herrera did some homework on it and posted the following:
"After a little more research on the subject, I have discovered the
following:
In 1981, Paul Russell Mazda (East) Parts and Accessories Marketing Manager
and Jack McCarthy Mazda (Central) Vehicle and Accessories Development
Manager, were dedicated to ensuring that the Mazda US divisions, had a
complete line of accessories for the highly successful RX-7.
Mazda East, at the time imported and distributed vehicles to 18 eastern
states and was based in Jacksonville, Florida. Mazda Central, imported and
distributed vehicles to 31 western states and was based out of Los Angeles
with four other outlets.
Although both Russell and McCarthy cooperated greatly on the Accessories
Program, both Mazda Divisions were independent operations. This meant that
the same accessories and parts were not always available in all parts of the
country.
Mazda ran a set of Magazine ads in late December 1981, that displayed the
new IMSA-style accessories package, which included a 3-piece front airdam
and 3-piece rear spoiler with a optional stainless steel targa ban. All of
the parts were available as a set or separately. Mazda East dealerships

What do you mean? I was wrong apparently about the targa packages being aftermarket productions, as were you about the targa 7 band. But that still is not clear to me as the IMSA/Targa packages actually have different construction (i.e. the "Targa 7 band and the one that actually says Mazda on it, or the two different but similar IMSA front spoilers) even called by the same name, which would indicate that it was not one central factory producing all of them. Why wouldn't they all be the same then?
But I was right in the fact that they came by different names and different availabilities in different areas, and that in fact the IMSA and targa packages are the same thing which were completely dependant on the parts that were available in your area, or which advertisement you saw.

So does anyone know about the source of these fog lamps that came with my apparently stock air dam when I bought it used?
I'd like a new set, but can't seem to find them anywhere...

That air dam is absolutely beautiful! Is that the same as the one Mazdatrix and the like currently sell? I know it is probably urethane whereas the aftermarket types are usually 'glass, but is it the same mold or whatever they call it? The ones on the Mazdatrix and Eburni(sp?) site just do not look like that to me, but you never know with pictures.
