as far as i know the cartec kit has been discontinued for a while, idk all the specs on it, but i have read old magazine articles where they had the kit for sale, and yes it is for rotary engines lol

 

I do not now about the last picture, but I can tell you this:

The car is either an 84 or 85 GSL-SE, with a very old school turbo system. Cannot tell from the pictures if it is a CARTEC or not, it doesn't look so but could be an older vision.
