Yeah, that is not stock wiring or relay. I would bet it is for fog lights as Hades said. If you are not going to use fog lights, I would go ahead and just take it out. Save the relay though. It may come in handy sometime in the future.

Is this an aftermarket tach or the stock one? For stock, the both coil (+) terminals should have a black wire with a white stripe. The stock tach gets its signal from the negative terminal on the trailing coil (yellow wire/ green stripe). Should be the coil closest to the front of the car. If it is hooked up, but the tach is still not working, check to see if you have spark on the trailing coils (either with a timing light, or pull a plug wire put next to the chassis and crank the engine over and look for spark. If spark is present, the problem is either the wiring or the tach itself. If no spark is present, it is probably a bad trailing igniter (on the dizzy closest to the alt). Also make sure that the plug to the igniter is secure.

That relay is the stock location for dealer installed foglights...
It should have a wire running though the firewall to a switch in your dash...

The stock swich should be a nice orange pull-out dealie... But there's a good chance it's been replaced at some point...
