secondaries wont open :( help!!!

I have a 84 gsl that the secondaries are not opening at all!!! I was told the previous owner may have disabled it by flipping a lever or linkage on the carb to save on gas. Is this possible if so how do I enable the secondaries???
please help

looking down the carb they do not open at all when I rev it way up! and very sluggish. The T bar was off and I hooked it back up seems more powerful now. Is there a way to adjust that so it wont pop off???

I doubt there's enough vacuum signal for the secondaries to open when reving it while the car's stationary... you need to load the engine up. For all you know they might even be opening.
