Secondaries on Holley 13B - Newbie Warning -

Secondaries on Holley 13B - Newbie Warning -
Guys,
Just got an 85 FB from FL shipped to Santiago, Chile.
Am a big rotary fan but this is my first carburated RE and am kind of lost on a couple of settings. All I know about the car is an Running Car / 85 FB / Fresh Rebuilt 13B (not sure about porting) / and a Holley 1850-15 Stamped.
On high RPM I got the seat feeling it did not open the secondary throttle at the carb, so by a visual inspection I noticed there was a missing connecting rod.
I know this carb is a vacuum operated secondary, but I guess I still needed the rod so I went ahed on buying the OEM replacement part.
But my mechanic keep telling me because of the shape of this rod, the secondaries wont open until 6K maybe.
Questions
- Do I still need this rod for vacuum operated secondaries ??
- Is the right replacement part for 13B Carb ?? Is there any other trick for mechanically open the secondaries at the right RPM ??

the vac pod to open the secondaries is on the other side of the carb. it will have an actuator rod connecting it to the throttle shaft and will open it regardless if that other rod is there or not.
