This screw is whoopin my butt...help

1984 GSL-SE Ok I know the japanese had these different kinds of clips and snaps and different ways to connect things but the 2 screws that attach the valance to the fenders is got me pullin my hair out.
I got every bolt off and the only 2 I can't get is the ones on each side connected to the fender. Is there a trick or what. One screw just keeps turning. It was easy to get turning but the pronged looking nut on back that IVE NEVER SEEN BEFORE and is hard to reach is not allowing the screw to reversr out.

The one on the other side wont even hold the phillips. It's like they are plastic. Am I just dealing with messed up screws and should I just cut them off? help

The ones in my SE were crappy metric threaded plastic screws into a square plastic backpiece. They just pull apart like snaps and push back together, but don't hold very well once removed...

cutting them is about the only way sometimes.. i can't fault you for that, lol
