Hi I was just looking in under my oil cap and the rust buildup is worse then I thought. There is rust pieces all along the pipe and at the bottom if I shine a light threw it there is a jam up with rust I mean it is covering the bottom with a layer of rust how can I solve this. I heard some people used a shop vac and sucked it out will this work?

Mildew will build up. With the motor, condensation will not vent properly. As the result, you will see milky substance on your filler neck and cap.

Drill a few tiny holes on your cap or one large hole where you can screw-in 90* fuel fitting (any size you want). Be sure to clean the cap prior to installing it so you can see the difference. Thats the simplest thing to do
The hole in the filler cap lets the steam or condensation out. It's as easy to understand as that.
Now ask yourself how are you going to "clean" the rust out? You might knock off more loose rust than you can possibly clean and it will fall down into the oil pan. You might just leave it alone for now.
Drill the cap for now. If you don't have a 90 degree fitting, don't worry about it for now. Just drill it and it will let the moisture out which, on your car, is causing the rust.

You can remove the oil filler neck also but tappping it with a rubber mallet. then use a wire brush attached to drill but you need to be creative for this. to reinstall, recoat the base of the tube with silicone and let it dry. With silicone, the right stuff is the best IMHO to keep it in there. All others dont hold well
I don't know what I am doing with the engine yet I mean it looks like this engine has not been taking care of at all like it sound I might take it apart clean it make sure everything is good and put it back together if I am putting it in a new shell want to make sure everything is right.
