rough paint along bottom of car

Whats that rough paint along the bottom edge of the car called? I assume its there to prevent chipping from stones etc hitting it. Am I right? How do you apply it? I'm gonna repaint my car this summer and I'd like to reproduce the paint job as stock as I can. TIA

When my uncle restored his International Scout, he had bought some stuff from a body shop quite litterly called "Anti Rock Chip" or something. It was just a "can of crap" that you spray on with a special type spray nozzle then paint over it. Its very similar to spackle that you would spray on with a texture gun for "popcorn" celings or texturing walls then paint over.

When you buy your paint (or take your car to have it painted) just mention it and they'll sell you the stuff you're looking for (or apply it for you). Very common stuff.
