Redline buzzer

Ok so here is the issue I'm having. When you turn the ignition on the redline buzzer starts going off. While the car is running the tach will not go past 1500rpms all while the buzzer is still going off. Do you guys have any idea what the hell is going on. The car has been this way since i got it.

I don't know what that is but I put my plug wires on wrong and it did that a number of times afterwards. It's done it once or twice recently but hasn't really been a problem. I don't think that's the overrev buzzer, I'm pretty sure it's for something else like the idiot lights or coolant buzzer or something.
