Question rear axel insertion, disk brake wobble

Removed my rear axel and replaces the bearings. Reassembly seemed to go ok. I just started putting the disk brakes on, and notice that on both sides the disks 'wobble' when I turn them, about 1/4 of an inch. At one orientation they rub the caliper mounting bracket, at others they're clear.

what did i do wrong?

you don't have lug-nuts holding them on tight. Yes they're sitting there on the studs and between the brake pads, but the wheel holds everything parallel.
