As far as cutting the fronts, the top is the only option but I wouldn't do it. Puts all the load on one spot where the spring makes contact. That may be how it is even with an uncut spring and the top coil is to hold it in place better, that would also be a reason not to cut the top coil off. I don't recall the RB catalog saying it's ok to cut the fronts (I have forgotten things before though).

Definitely not ok to cut the fronts on any concave cone shaped spring. It simply wont seat properly and is likely to pop off the mount causing a serious wreck on the highway. The only way I can see it being "safe is if you cut like 3 coils to where it pretty much rests on the bump stop limiting spring perch pressure. This is all kinds of wrong though and will ride like a pogo stick.
I imagine you could use a cheap ebay "coilover" ground control for a Honda on a 1st gen front strut. Then cut the rear a coil or two.
I personally like the stock springs.
